Özet (abstract)

This paper delves into the fundamental concepts of citizen engagement and participatory planning and will provide a comprehensive understanding and their significance in the context of smart cities development. By involving citizens in the development process, city authorities can gain constructive insights, address local issues, and collaborative development projects with the aspirations and demands of their citizens. In this context, the paper elucidates key drivers that can aid citizen engagement and participatory planning in smart cities planning and development. Moreover, the paper also proposes a model for effective citizen engagement and participatory planning. Interpretive Structural Modeling (ISM) is applied in this study to explore the variables driving effective citizen engagement and participatory planning. The paper also examines various successful case studies and best practices to draw some approaches and models for effective citizen engagement and participatory planning. Further the paper discusses the role of technology, digital tools and internet of things (IOT) in empowering citizens for collaborative decision making between city officials and citizens. It also highlights the benefits and challenges associated with these practices, highlighting the potential for improved governance.
