Neema Trivedi‐Bateman, Beth Hardie, Megan Huggett

Morality is central to explanations of youth rule-breaking, yet few interventions have systematically translated criminological theories of morality into theoretically specified, evidence-informed programmes. This report provides the first comprehensive account of SATNAV:Compass, a pioneering morality-focused intervention designed to promote positive youth development and reduce problem behaviour among adolescents. Grounded in Situational Action Theory and multidisciplinary evidence, the intervention translates theoretically specified mechanisms into four interconnected intervention strands: moral rules and emotions, empathy, emotion regulation, and self-control and peer resistance. SATNAV:Compass addresses each strand via evidence-based interactive small-group weekly activities. In this programme report, we present details of the implementation, process evaluation, and intended outcomes. Since 2023, SATNAV:Compass has been developed and iteratively refined across 15 trials in 9 schools with students aged 11–14. Across these trials, 2085 students completed initial screening with 602 selected for trial samples (308 programme, 294 control; 13 of the trials employed randomised controlled designs with crime-propensity-matched groups). Process evaluation findings demonstrate strong feasibility and acceptability and inform iterative programme refinement. Impact evaluation on key metrics is ongoing; early emerging indicators include increased intentions to apply learned strategies in rule-breaking situations, reduced social isolation, and improved relationships. Elsewhere, we have documented our approach and the development of the programme from conception to evaluation, establishing a transparent line of sight between theory, evidence, target causal factors, mechanisms of change, and programme content. This report summarises this development approach but focusses on establishing implementation foundations for rigorous evaluation and wider application of SATNAV:Compass in the UK and internationally. Combined, these outputs provide a rare and valuable model for future school-based interventions.
