Özet (abstract)

South Africa’s Social Relief of Distress (SRD) grant provides an income floor to unemployed working-age adults who remain outside most categorical social grants. This article examines how 11 unemployed recipients aged 21–34 in Steenbokpan Village, Limpopo Province, experienced and used the grant and whether it opened pathways beyond immediate survival. An interpretivist, phenomenological design was used. English-language, face-to-face, semi-structured interviews were audio-recorded, transcribed, and manually analyzed using inductive thematic analysis. The SRD was used mainly for food, household essentials, transport, and communication; these expenditures reduced acute hardship and enabled modest household contributions. Some participants engaged in informal trade or used the grant for job-search costs, but subsistence pressures, the low transfer value, transport-to-town costs, weak connectivity, and a thin local labor market prevented these efforts from becoming durable livelihood pathways. Participants preferred practical training linked to actual work, enterprise mentoring, and accessible employment support to indefinite reliance on relief. The article’s contribution is not the unsurprising observation that a small transfer is spent on basic needs. Rather, it shows the rural mechanism by which an income floor fails to serve as a ladder; the same limited payment must cover food, mobility, digital access, and livelihood costs in a place with few nearby opportunities. Guided primarily by social development theory and complemented by Sen’s capability perspective, the study concludes that the SRD grant is protective and dignity-supporting but developmentally incomplete.
