Abstract
It is critical for researchers, research institutions, sponsors, journal editors and the public to be able to determine whether specific BSCRR projects are ethical before they are funded, conducted or reported. An ethics framework for helping make such determinations includes seven criteria: 1) Scientific value; 2) Minimizing moral incursions; 3) Suitable provenance; 4) Representativeness; 5) Favorable risk-benefit profile; 6) Independent oversight; and 7) Responsible Conduct of Research.
