Abstract
This study examines the relationships among working relationship, emotional intelligence, organizational culture, communication climate, leadership communication, organizational communication satisfaction, and perceived Smart City implementation in Banyuwangi, Indonesia. Using a quantitative survey of civil servants, data were analyzed through PLS-SEM with bootstrapping. The results support eight hypotheses: H1, H3, and H4 for working relationship, organizational culture, and communication climate with leadership communication; H6 and H7 for emotional intelligence and organizational culture with organizational communication satisfaction; H9 for leadership communication with organizational communication satisfaction; and H10 and H11 for leadership communication and organizational communication satisfaction with perceived Smart City implementation. Specifically, H10 (β = 0.382, p = 0.007) and H11 (β = 0.488, p = 0.001) are statistically supported. H2, H5, and H8 are not supported. These findings indicate that organizational communication processes are associated with employees’ perceptions of Smart City implementation, while unsupported paths should be interpreted as context-specific findings.
