From Resistance to Readiness: An Ecological Governance Analysis of Digital Integration in U.S. Early Childhood Education

Abstract

Abstract The COVID-19 pandemic disrupted early childhood education across the United States, exposing longstanding inequities and accelerating the integration of digital technologies. Historically, technology in early learning contexts was approached with caution, shaped by concerns regarding screen exposure and fragmented policy guidance. This study argues that the post-pandemic era requires a transition from precautionary resistance to structurally aligned digital readiness grounded in developmental science, equity, and ethical governance. Drawing on Bronfenbrenner’s ecological systems theory and critical policy analysis, the study examines how federal legislation, state regulation, professional standards, and institutional capacity collectively shape digital technology integration in early childhood education. Through conceptual policy analysis and illustrative state contrasts, the findings reveal systemic misalignments between infrastructure expansion, professional preparation, and ethical oversight. The analysis demonstrates that digital integration operates as a multi-level governance process rather than a discrete instructional decision. By integrating developmental theory with governance analysis, the study advances an ecological governance framework that clarifies how alignment across interconnected policy systems influences equitable and developmentally grounded digital practice in post-pandemic early childhood education.
