Abstract
AB süreci Türkiye’yi hemen her alanda etkileyen önemli bir faktördür. Özellikle Kopenhag kriterleri bağlamında AB’ye uyum süreci ile birlikte demokrasi ve insan hakları alanında ortaya çıkan gelişmeler, bazı toplumsal talepleri de beraberinde getirmektedir. Bu taleplerden birisi de hiç şüphesiz din hizmetleri ve din eğitimi alanındaki taleplerdir. Özellikle din hizmetleri bağlamındaki talepler Diyanet İşleri Başkanlığının yapı ve işleyişinden, sunduğu hizmetlere kadar birçok alanda, kurumu tartışmaların odağı haline getirmektedir. Nitekim bu durum AB Komisyonu tarafından aday hazırlanan yıllık ilerleme raporlarına da yansımaktadır. Bu makalede, AB sürecinde Diyanet İşleri Başkanlığı üzerine yapılan tartışmalara değinilmektedir. Bu tartışmalar çerçevesinde ilk olarak kurumun özerkliği konusundaki tartışmalar ele alınmakta, ardından temsil sorunu ile ilgili tartışmalar ele alınmaktadır.
